Title X is the only federal program that funds critical infrastructure needs for publicly funded family planing providers, affording health centers supplemental resources that are not generated by Medicaid and private insurance. Not only can Title X funds be used to subsidize staff salaries, patient education, and community education about family planning and sexual health issues, they can also support health center rent, utilities, and health information technology. Title X recipients are also eligible for participation in the 340B Drug Discount Program which allows health centers to purchase prescriptions at highly reduced rates.
The family planning service provider infrastructure is struggling to support the demands caused by a growing patient population and declining federal and state investment. Health facilities are in need of modernization and NFPRHA is working to leverage resources and advocate for policies that strengthen the publicly funded family planning network and meet the demands of the changing health care delivery system. Funding for health information technology, building the public health workforce, and the 340B Drug Discount Program are critical to a strong family planning infrastructure.
