US House Passes Title X Family Planning Funding Bill
WASHINGTON, DC – The National Family Planning & Reproductive Health Association (NFPRHA) issued the following statement from Clare Coleman, NFPRHA’s President & CEO, in response to the Labor, Health & Human Services fiscal year 2026 appropriations bill that passed (341-88) out of the US House today:
“The US House today passed a funding bill that level-funds the Title X family planning program at $286.5 million, enabling millions of individuals to access critical preventive health care.
“Given the hostility of the federal government toward sexual and reproductive health care, we take this as a public health win for our network of publicly funded family planning providers and administrators across the country. The federal family planning program is the gold standard for high-quality, patient-centered contraception and sexual health care nationwide. The program’s mission is to provide patient-centered, confidential family planning and sexual health care to all, regardless of income or health insurance status.
“If passed by the Senate and signed into law by the President, this bill will officially begin the twelfth straight fiscal year with no increase in funding for Title X. While we are grateful that funding for the program was preserved in the face of proposed elimination in the President’s budget and House Appropriations Committee’s proposal, flat funding is not enough to support the growing need for family planning and sexual health care across the country. We call on Congress to increase funding for the program in fiscal year 2027 and urge Congress as a whole to continue to show its commitment to the public health of our nation.”
