HHS Abruptly Begins Enforcement of Devastating and Unlawful Title X Program Rule

WASHINGTON, DC – On Monday evening, the US Department of Health and Human Services’ Office of Population Affairs released a notice to Title X grantees that stated the agency will begin enforcing the March 2019 Final Rule immediately, all without providing any detailed guidance around compliance to grantees. The following is a statement from Clare Coleman, President & CEO of NFPRHA:

“The announcement from HHS that the Title X rule is in immediate effect comes without any guidance for providers about what steps are necessary to comply with the requirements in this sweeping new regulation.

“This rule will shatter the long-standing provider network — leaving hundreds of thousands of vulnerable patients without essential care. Last night’s notice will prompt grantees and other participating entities to withdraw from Title X, and we anticipate withdrawals beginning this week.

“The Title X rule creates nearly impossible barriers for poor and low-income people who need high-quality family planning and sexual health care from expert providers they rely on and trust.

“Once again, the administration’s actions reveal its intent to further an ideological agenda, not to protect and improve health care for those in need. We cannot and will not allow the administration to annihilate this critical health program, and we remain intent in our efforts to fully protect the integrity and mission of Title X.”
