The Countdown to ICD-10 is over!
ICD-10 implementation is set to begin on October 1, 2015. What better way to celebrate a successful transition than with fellow NFPRHA colleagues! This session will give participants a chance to share their challenges and success stories related to ICD-10. An expert panel will also discuss best practices to follow in the coming months to ensure a continued smooth transition, as well as ways to troubleshoot common problems associated with adopting the new code set.

    Part I: Following the Patient through the Process: Navigating Insurance Coverage from Enrollment to BillingThis panel combines NFPRHA's work on ACA enrollment and revenue cycle management to provide a one-stop shop for helping patients get coverage and then helping them use it in your health center. Panelists will discuss integrating enrollment activities into a health center, working with plans in the ACA Marketplace, and educating patients on coverage requirements.

Part II: Best Practices in Contract Management
Are you looking for ways to improve upon your contracts management processes? Join this session to hear from one NFPRHA member using technology to streamline the contracts management process to ensure opportunities for negotiations don't pass them by. Participants will also receive best practices for selecting a contracts management system, as well as areas within a contract that are ripe for negotiation.

The Fight for Title X
The arrival of the 2016 fiscal year (FY) on October 1, 2015, is the primary catalyst for federal lawmakers in both chambers and the White House to enter a three-party negotiation on FY 2016 funding. Hanging in the balance will be Title X, the nation’s family planning program, along with every other discretionary program that is annually appropriated by Congress. The decisions will be made by a select few calculating how to manage different political constituencies to garner enough votes to pass a deal. Particularly given recent events focusing on publicly funded family planning, there is an essential advocacy role that supporters should be playing leading up to and through final passage of a funding deal that could be reached as late as February or March 2016. 

The first panel at the NFPRHA 2015 Fall Meeting will share insights from Washington on the myriad factors - from sequestration relief to the drive to defund Planned Parenthood – driving negotiations and what to expect as Washington gets to an ultimate deal. Following a brief intermission, a second panel will discuss how best to effectively leverage advocacy, media, and public education to elevate the program’s profile among key decision makers as we collectively fight for Title X.

Since the release of the Quality Family Planning Recommendations in April of 2014 much work has been done to insure their dissemination and adoption.  This session will provide attendees with an update of the recommendations, including the integration of the recently released CDC treatment guidelines, and the process for future revisions.   • Community and Patient Engagement for Advocacy
    Family planning health centers are trusted, well-regarded pillars within their respective communities, supporting patients and their families in achieving their goals for health and well-being. Leveraging the support of patients through patient engagement in advocacy can help both advance policies that benefit family planning providers as well as defend against increasingly pervasive attacks at the federal, state, and local levels. This workshop will provide lessons learned from NFPRHA members on how health centers can incorporate patient engagement in advocacy into health centers’ existing infrastructures as well as an opportunity for peer-to-peer brainstorming on potential, new tactics to engage patients to amplify advocacy objectives.

  • The LARC Review: Hot Topics in IUDs and Contraceptive Implants
    Providing Quality Family Planning Services recommends that contraceptive services should include consideration of a full range of FDA-approved methods. However, the reality of fulfilling the promise of the QFP is often impeded by challenges associated with long-acting reversible contraceptive (LARC) methods. This session will discuss many of these barriers, as well as provide insight into how safety-net family planning providers can overcome them.

  • Patient-Centered Specialty Practice Readiness Assessment
    In order to achieve Patient-Centered Specialty Practice (PCSP) Recognition, health centers must demonstrate high-quality, patient-centered, coordinated care by meeting a set of standards and guidelines. This workshop will provide guidance and tools related to practice eligibility, the application process, and organizational readiness.

  • Confidential & Covered: Interacting with the Web of Regulations to Mitigate Revenue Loss
    This session will discuss the policies used by insurers and others that may inhibit billing for patients who need private payment. Presenters will discuss the implications of unrealized revenue has on health centers as well as feasible strategies for policy changes at the state level. This will also feature implementation strategies from one state that has recently changed regulatory language to be more protective of those in need of privacy throughout the payment process.

Inside Insurance: Bridging the Gap between Third-Party Payers and the Safety Net
This session will provide audience members with up to date information on federal and state policies regulating the insurance industry that impact safety-net providers. Participants will also learn about emerging trends in the public and private insurance markets. Finally, speakers will offer perspectives from third-party payers to inform how safety-net providers can better position themselves in contracting and negotiations.

Medicaid Peer-to-Peer
In addition to the Medicaid content incorporated throughout many of the sessions of the fall meeting, NFPRHA will once again be offering its highly popular Medicaid Peer-to-Peer session, providing attendees with a unique opportunity to discuss key issues related to Medicaid-funded family planning, identify mutual areas of concern, and share best practices and ideas. This Peer-to-Peer session will provide a platform for discussion centered on two current hot topics: Medicaid managed care, including the proposed update to the managed care regulations, and reimbursement.
