NFPRHA Blasts President’s Proposal to Eliminate Title X  

WASHINGTON, D.C. – The National Family Planning & Reproductive Health Association (NFPRHA) strongly condemns the president’s FY 2026 budget proposal. If adopted, the budget will eliminate all funding for Title X—the only federal program solely dedicated to providing affordable family planning and preventive health care. Defunding Title X is a direct attack on the almost 3 million people who rely on the program each year, most of whom are low-income, uninsured, or underserved. Additionally, the budget would also eliminate the Teen Pregnancy Prevention Program (TPPP) and other critical public health programs.

This proposal comes as the Department of Health and Human Services (HHS) has already withheld funding from 16 long-standing Title X grantees, citing their public support for diversity, equity, and inclusion (DEI) and opposition to racism as potential violations of federal civil rights law. These grantees were given just ten days to produce extensive documentation tied to a presidential executive order (EO 14218), with no clear process or timeline for resolution. These punitive actions jeopardize access to essential care and represent an alarming shift toward politicizing public health funding.

“Proposing to eliminate Title X family planning while withholding funds from trusted grantees sends one message: this administration is abandoning its responsibility to ensure access to critical health care,” said Clare Coleman, President & CEO of NFPRHA. “We call on Congress to reject this dangerous proposal, increase Title X funding, and demand that HHS immediately release the withheld Title X grant funds. Communities cannot afford delays in care.”
