Title X

Quality Family Planning Guidance

On April 24, 2014, the Office of Population Affairs (OPA) and the Centers for Disease Control and Prevention (CDC) released the highly anticipated new guidance for the Title X family planning program. The guidance was issued in two parts: program requirements that can be found on OPA’s website, and a summary of clinical recommendations, Providing Quality Family Planning Services, which are included in the CDC’s Morbidity and Mortality Weekly Report (publication date: April 25, 2014).

Title X guidance was last issued in 2001. The new guidance, which is the culmination of a rigorous and comprehensive process, includes program requirements derived from statute or regulations and clinical guidelines based on the best available evidence and expert opinion. The clinical guidelines are intended to establish benchmarks on providing high-quality family planning care for all providers delivering family planning and sexual health services. This new guidance is the result of a four-year process.
