Executive Action on Title X an Essential First Step toward Bringing Needed Relief to Millions

WASHINGTON, DCThe following is a statement from Clare Coleman, President & CEO of the National Family Planning & Reproductive Health Association (NFPRHA).

“NFPRHA applauds the Biden administration for taking executive action today to begin the process to rescind the harmful Title X program rule. This directive makes clear that the Biden administration is committed to stopping the damage done by the rule and making it right for millions of people who rely on Title X for care.

“The Title X rule has been the most upending policy change in the program’s history. It has left more than 1.5 million people without access to Title X-funded care. Today’s action marks the beginning of the work needed to restore access to care through a high-quality, proven network of health centers, especially in the 33 states that lost some or all of their Title X providers due to the rule.

“Family planning providers and their patients need urgent relief from the Title X rule. With each day that these harmful restrictions are in place, more people are at risk of losing access to care from providers they trust. In just the first four months of the rule being in effect, and prior to Covid-19, health centers funded by Title X saw 800,000 fewer patients.

“We celebrate today as a consequential first step in restoring access to Title X-funded services from trusted providers. We know we can rebuild an innovative and collaborative Title X family planning provider network, and we look forward to working with the administration to make that a reality.”
