Health Care Delivery

Title X allows participating health centers to use their federal funds not only for the reimbursement of clinical services but also to fund health center operations and other critical infrastructure needs of publicly funded family planning providers. The ability to apply these supplemental resources to functions beyond clinical services - staff salaries, patient and community education, rent, utilities, and health information technology - is essential to health centers’ capacities to provide services to low-income, underinsured, and uninsured individuals. Furthermore, Title X recipients and Medicaid-funded providers are also eligible for participation in the 340B drug discount program which allows health centers to purchase certain prescription drugs at highly reduced rates.

NFPRHA's Work

NFPRHA works to leverage resources and advocate for policies that strengthen the publicly funded family planning network and providers’ capacity to maintain a strong safety net for vulnerable populations. Family planning service providers are struggling to support the demands caused by a changing patient population and declining federal and state investment. To maintain a high-quality standard of care delivery, health facilities are in need of funds and resources to modernize and sustain their operations.

  • MITECH bill introduced to increase funding for safety-net centers to implement and improve health information technology.
  • National Health Service Corps providers now available to family planning providers, thanks to ACA. 
  • Intrauterine Devices and Implants: A Guide to Reimbursement: Second Edition (PDF) - A guide to help safety-net providers navigate the stocking, billing, and reimbursement of contraceptive implants and intrauterine devices with the goal of reducing barriers to providing this care. Produced in collaboration with ACOG, NHeLP, NWLC, and the UCSF Bixby Center for Global Reproductive Health (August 2015).
